Minnesota Association of Convention and Visitors Bureaus (MACVB) Establishes New Course for Its Public Policy Work

In May of 2017, Dowell Management was enlisted to bring its association management, public policy and operations expertise to create a sustainable infrastructure for accountability and organization growth. Right away, the MACVB Board recognized a need to energize its efforts on the public policy front.  With guidance from Larry Dowell and Dee Schutte, the Board went through a thoughtful process of examining MACVB’s past and current advocacy efforts and determined a path to advance a new approach.  As the first step, the Board decided to issue a request for proposal (RFP) for contract lobbying services.

The RFP was sent to a select group of lobbyists, including MACVB’s current lobbyist that outlined a scope of work and clear expectations of deliverable services.  Following review of the proposals and interviews with finalists, the Board of Directors selected the proposal submitted jointly from Todd Hill (Hill Capitol Strategies) and Tony Kwilas (Kwilas and Associates).  Todd and Tony have experience with other organizations in the tourism/hospitality/destination marketing industry, so they were able to dive right into the 2018 legislative session.

This summer, our attention is focused on developing a legislative platform that identifies three-to-five positions MACVB supports and can advance beginning with the 2019 legislative session; creating a “tool kit” resource for convention and visitors bureaus to use in their local communities; and collaborating with other like-minded organizations to advance the organization’s issues and positions.
